Our Team
DevStat provides technical assistance based on the expertise of its founding partners and a network of international collaborators. We have established a long-term partnership with a number of highly skilled and qualified experts, and our databases contain more than 500 statisticians and related specialists able to provide short-term expertise.

José Luis (MSc Mathematics and Chartered State Statistician) has made a professional career during more than 20 years in Official Statistics (Spanish National Statistical Institute, Institute of Statistics of the region of Valencia) and statistical consulting for private and public institutions. He has been responsible for the implementation of household, business and institutions surveys on R&D, innovation, use of ICT, and participated in a large number of international working groups on statistics.
Specific topics of his technical expertise include development indicators, Science and Technology statistics, Information Society indicators and SME statistics (main author of the UNCTAD Manual for the Production of Statistics on the Information Economy).
His professional experience includes statistical capacity building activities (including training) in the Mediterranean, sub-Saharan Africa (Cape Verde), Latin America (Bolivia, Chile, Colombia, Peru, Uruguay), Asia (Kazakhstan, Korea, Thailand) and Central and Eastern Europe (Croatia, Kosovo, Moldova, Romania), as a consultant for a number of international organizations including the European Commission, UNCTAD, ITU, PARIS 21, and the Inter-American Development Bank.

Monica holds a degree in social and demographic statistics from the University of Bologna (Italy) and a master degree in economics and econometrics (Southampton University, UK). She currently works as international project consultant.
She started her professional career as an external consultant for Eurostat, where she contributed to the analysis of social data (social protection expenditure and receipts) sent by the Member States and the analysis of qualitative information associated with the data. She contributed to the development of a new data collection module on pensions’ beneficiaries..
At DevStat she has been in charge of managing several specific projects within the Framework Contract on Methodology and Research (Lot 2: Data Analysis) awarded by Eurostat as well as other EC funded projects, among those the EuropeAid FWC Beneficiaries LOT 11.
Her tasks include contacts with the Clients and the experts involved in the projects, revision of all reports and technical documents to be submitted and control that the milestones and deadlines are met.

Clara is Head of the Administration and Accounts Department at Devstat. She has 18 years’ experience working in both private companies and the public sector in the field of administration, accounts and human resources. She holds a degree in Business Administration from the University of Valencia and a Master’s in Financial Management from the Luis Vives Business School. She worked for several companies in the administration department before starting in her current role at DevStat in 2009. Her qualifications and experience include all aspects of financial administration and accounting at DevStat, as well as the financial management of company projects.

Paola Votta studied Economics and holds a Master in Business Strategy by the University of Valencia, focused on the main processes, analytical techniques and decision-making issues related to the formulation and implementation of business strategies.
She joined DevStat in 2011 as a trainee. Two years later she returned as a full-time employee with the tasks to support the implementation of technical assistance activities such as identification and collection of quantitative and qualitative information, following and detecting call for proposals/call for tenders, support in the preparation of proposals and data analysis among others.
Since 2014 she has been deeply involved with the organization for Eurostat of several international workshops, such as the workshops in Modernization of European Statistics. Her tasks related with the logistic coordination, planning, advertising, reporting and support during these events.

Dovile holds two diplomas in Business Administration and Social Sciences. She started her career in 2004 in Statistics Lithuania where she gained the knowledge and understanding of official statistics, its context of producing high-quality statistics, management and dissemination. Since 2008 Dovile is working as international project consultant in the field of statistics as well as a liaison officer with public and private international institutions. Furthermore, her professional experience includes bid management, project implementation and coordination of contracts awarded by European Commission, Delegations, Agencies and other international organisations. In 2015 Dovile joined DevStat team and currently is involved in internal and external business development processes as well as continue expanding her technical expertise in official statistics.

Yolanda holds a Bachelors in Physics and a Master in Economics from the University of Valencia (UV). Her academic background was complemented by a grant of specialisation in artificial intelligence at the Polytechnic University of Valencia (UPV). She is currently finishing her PhD program in industrial economics from the UV.
She worked as software developer and researcher in the laboratory of experimental economics at the UV. She gained a wide expertise in monitoring experiments around the world, controlling the quality of the data obtained and improving their performance.

He started his career as market analyst in Dubai (UAE) to evaluate prospective sectors for Spanish companies in the Gulf, continuing in internationally recognized market research companies in the same location. Countries covered by his research included the Middle East and Northern Africa region as well as African countries (Ghana, Nigeria, Kenya).
Borja managed market research projects for global companies such as Canon, Samsung, HP and other large IT corporations.
At DevStat he is charge of identifying procurement opportunities for consultancy on statistics issued by international and multilateral organisations, as well as contributing to the implementation of consultancy projects as in-house expert.

He has 25 years of working experience in researcher and transfer of knowledge on quantitative methods and behavioural economics for international organisations (such as Andean Community Secretariat, European Commission, Eurostat, United Nations agencies or World Bank) and private sector (such as Bayer group, BBVA, Burger King, France Telecom, Novartis or VidaCaixa). Jose Vila has been published in top peer-review scientific indexed journals such as econometrica, games and economic behavior, journal of business research, etc.

Ivan has lectured in graduate and post-graduate programmes on statistics, quantitative analysis and econometrics in Spain and Latin American countries (Central Bank of the Dominican Republic, University Mar del Plata in Argentina, etc.).
