Development of Conceptual Elements for a Common Quality Framework in the European Statistical System (ESS)

 

DevStat in consortium with Statistics Norway has been awarded by Eurostat a contract for the “Development of Conceptual Elements for a Common Quality Framework in the European Statistical System (ESS)”. The project will contribute to developing an enhanced common quality framework, including risk management, in the ESS.

The project is part of the quality-related framework of the ESS Vision 2020 Strategy for modernisation of European statistics.

With this new project, DevStat further contributes with its experience in ESS modernisation projects, following for example the “Impact Assessment for a Framework Regulation in the area of European social statistics” or the “Cost-Benefit Analysis and Administrative Burden Reduction potential of options for Re-design of Intrastat”, and in statistical quality assurance and management practices.

The work will run from June 2017 to April 2018 and will be coordinated by Florabela Carausu.

ESTP Course on Behavioural economics

Assistance for the organisation of the European Statistical Training Programme (ESTP) – Behavioural economics course

Within the framework of Eurostat’s European Statistical Training Programme (ESTP), DevStat in consortium with the Lithuanian Department of Statistics and the National Statistical Institute of Bulgaria held a three day course on “Management of respondent and user behaviour: towards the optimal questionnaire” in Valencia on 19th -21st June 2017.

The course was taught by Dr José Vila (course leader) and Mr Carlo Capuano and it was attended by thirteen participants from several National Statistical Institutes within the European Statistical System (ESS) and from candidate countries.

The objective of the course was to provide the participants with basic knowledge on behavioural economics (BE), understanding of the role of behavioural insights in the European Statistical System and the needed skills to apply BE good practices to enhance data collection and dissemination.

The content of the course covered the following topics: behavioural insights of respondent and users, changing respondent behaviour, behavioural economic experiments in in official statistics, behavioural insights of the use of statistical information and for questionnaire design. On the second day a BE experiment was organised for the participants.

DevStat at the 61st ISI World Statistics Congress (WSC)

DevStat is very pleased to announce that our company will be attending the 61st ISI World Statistics Congress (WSC), which will take place in Marrakech next month (16 – 21 July 2017).

The biennial WSC is the flagship conference of the International Statistical Institute (ISI) and its seven associations. It brings together eminent statisticians and members of the statistical community from the five continents to present, discuss, promote and disseminate research and best practices in every field of Statistics and its applications.

During the event, DevStat will have a stand where you will always find one of us to discuss possible future collaborations or opportunities for work (Paola Votta).

On the other hand, some of our in-house experts will participate as Chair of sessions (José Cervera in Session IPS099) or presenting their papers (Flora Carausu and Margarita Rohr).

Assistance for the organisation of ESTP Courses

Assistance for the organisation of the ESTP – Course on Machine Learning

Within the framework of Eurostat’s European Statistical Training Programme (ESTP), DevStat in consortium with the Lithuanian Department of Statistics and the National Statistical Institute of Bulgaria held a three-day course on “Machine learning econometrics” in Valencia on 12-14 June 2017.

The course was taught by Mr José Luis Cervera (course leader) together with Mr Iván Arribas and Mr Francisco Rangel and it was attended by fifteen participants from several National Statistical Institutes within the European Statistical System (ESS), but also from other Institutions.

The objective of the course was to provide the participants with innovative algorithm-based econometric techniques for data analysis, with application to datasets from official statistics as well as from other sources (Big Data, text data).

The content of the course covered the following topics: examples of use of econometric methods in Official Statistics; model-based vs algorithm based inference; machine-learning and computational issues; machine-learning linear estimation; machine-learning non-linear estimation methods; econometric analysis applied to textual data and manipulation of big data sources (SQL and NoSQL databases).

DevStat accompanies a study visit of the Cuban National Statistical office…

DevStat accompanies a study visit of the Cuban National Statistical office to the Danish National Statistical Institute on business registers

DevStat has organised a study visit to the Danish National Statistical Institute for delegates of the National Statistical office of Cuba (ONEI). The visit took place between the 31 May to 2 June 2017, in the framework of a cooperation project signed between the EC and the FIIAPP (International and Ibero-American Foundation for Administration and Public Policies). Ms Monica Bergamini, international project consultant at Devstat, accompanied the 7 representatives from the ONEI during the whole visit.

During the three days, the ONEI delegates could see from a practical point of view, how the Danish Statistical Institute created and manage the business register and how the main structural business statistics are compiled.

The visit covered issues such as: frozen frames, quality within the business register, imputation and estimation in survey based business statistics and short-term statistics, among the several subjects presented.

Growing for new opportunities: DevStat’s new organization

Data revolution and behavioural insights: possibly the most game-changing factors in modern decision-making in public and private spheres, requiring a combination of skills and methods. As any innovative company, DevStat has reorganized itself to become a relevant player in this fields. 

Upstream, DevStat will contribute to the development of methods linking traditional statistics, Big Data analytics and behavioural science, through the endowed “DevStat Chair” at University of Valencia, collaborating with associated researchers in fields such as statistics, microeconomics, neurobiology and computer science, under the guidance of Dr José Vila (University of Valencia) and other outstanding scientific advisors.

Downstream, DevStat will propose sound quantitative methods for improved decision-making by governments, international institutions  and companies, and increase its efficiency in managing transfer of know-how and capacity building projects, especially in developing and transition countries. Internally, DevStat will consolidate its three areas of work: quantitative consulting, technical assistance and trainings & events, under the technical coordination and managerial supervision of José L. Cervera-Ferri, senior statistician and consultant to international organisations.

DevStat accompanies a study visit of the Cuban National Statistical office to the Colombian National Statistical Department on the production and use of statistics on self-employed and micro enterprises

DevStat has organized a study visit to Colombian National Statistical Department (DANE) for delegates of the National Statistical office of Cuba (ONEI). The visit took place between the 3-5 May, in the frame of a cooperation project signed between the EC and the FIIAPP (International and Ibero-American Foundation for Administration and Public Policies). Mr. Ricardo Vila, scientific advisor of Devstat, accompanied the 6 representatives from the ONEI during the whole visit.

During the three days, the ONEI delegates could see from a practical point of view, how the DANE addresses the issue of statistics of self-employed and micro-enterprises and what solutions have been created to address the challenges that come from the emergence of new economic structures.

The visit covered issues such as: micro-enterprises surveys, the Integrated households survey but also field visits to see first-hand how interviews are carried out and data are gathered.

Guide to the statistical measurement of Green Production

Under a contract with the UN- Economic Commission for Latin America and the Caribbean (ECLAC), José Cervera, CEO of DevStat, together with Mónica Luz, have published a guide to the statistical measurement of Green Production.

The guide allows countries to put in place a system of harmonised surveys to businesses to collect information on inputs, technologies, investments, processes and jobs related to sustainable industrial production. Greening the industrial processes is a key factor to achieve the environmental targets of the Sustainable Development Goals​.

DevStat accompanies a study visit of Moldovan Statistical Office to Portuguese institutions…

DevStat accompanies a study visit of Moldovan Statistical Office to Portuguese institutions on the production and use of regional and territorial statistics

DevStat has organized a study visit to Statistics Portugal (INE PT) and the Portuguese Agency for Development and Cohesion (AD&C) for delegates of the National Bureau of Statistics, the Ministry for Regional Development and Constructions and the Ministry of Economy of the Republic of Moldova.The visit is taking place between 22-24 February, in the frame of the EuropeAid technical assistance project on “Improved Regional Statistics in the Republic of Moldova”, organized by Florabela Carausu, DevStat expert in local development and statistics.

The working sessions cover issues such as: principles and criteria for planning and implementation of the structural funds, national and international spatial analysis units to support territorial analysis, and interplay between regional and local policies and statistical indicators. The visit is benefiting also of DevStat’s experience in the production of territorial statistics and the use of statistics as support to decision-making at various geographical levels.
